§ 5.03. Institutional Uses.

  • Animal shelter. A nonprofit or public organization providing shelter for small domestic animals.

    Cemetery. Human burial grounds.

    Cemetery, pet. Burial grounds for small domestic animals (pets).

    Club. An organization formed by a group of people pursuing common goals and interests in professional, civic, recreational and profitable activities, characterized by membership qualifications, payment of fees/dues, meetings, a constitution or bylaws and other provisions and requirements.

    Community center or civic center. A building, structure, or other facility used for religious, fraternal, social and/or recreational activities, generally open to the public and designed to accommodate significant segments of the community.

    Country club. An establishment with land or buildings containing recreational facilities and a club house for private club members and their guests.

    Domiciliary care facility. A legally permitted home for the aged, infirm, disabled and abused individuals with the purpose of furnishing room, board, laundry facilities, personal care and other non-medical services (regardless of what these services may be named/called), for not less than twenty-four (24) hours in any week. Such a facility is intended for individuals not related by blood or marriage to the facility's owner or administrator. Such a facility shall provide sheltered protection and a supervised environment for persons who are incapable of living independently in their own homes or in commercial room and board establishments, but are also not in need of medical and nursing services provided by a nursing home. Temporary and incidental medical care may be provided to the individuals living in such a facility.

    Group care home. A dwelling shared by disabled persons and care-taking staff as a single housekeeping unit in a family-like environment. The primary goal of such a home is to enable disabled persons to live as independently as possible, participate in community activities and reach their maximum potential.

    Halfway house. A legally permitted home for individuals released from more restrictive custodial confinement or an establishment for individuals who would otherwise be sent to restrictive custodial confinement. Such a home provides supervision, rehabilitation and counseling to guide residents back into society, enabling them to live independently.

    Hospital. An institution where the sick and injured are given medical and/or surgical care. Such an institution may have facilities for laboratories, pharmacies, outpatient clinics, physical therapy, gift shops, coffee shops, cafeterias and staff offices.

    Military installation. A government-sponsored defense facility, which includes military bases, national guard armories, military reserve centers and similar uses.

    Nursing care facility. A licensed institution which provides skilled nursing care and medical supervision at a lower level than that of a hospital but at a higher level than a domiciliary care facility.

    Park. A piece of publicly-owned ground kept for ornament and recreation; an area maintained in its natural state as a public property, which may include, playgrounds, fountains, streams, gazeboes and shelters, restrooms, cooking facilities (grills, etc.), furniture, walkways, boat docks, marinas, etc.

    Penal institution. A public institution housing inmates for correction or rehabilitation. (This definition shall not apply to jails).

    Place of worship. The arrangement of land and buildings to conduct religious activities. Examples of such places of worship are churches, synagogues, temples, mosques and similar structures. Such may include facilities for education and instruction, meetings, recreation, lodging, dining and other activities.

    Public assembly center. A building and/or structure, such as a civic/community center, coliseum, stadium used for the general assembly of the public for community events.

    Public building. A building and accessory structure utilized in providing public services, not otherwise defined in this section, including but not limited to government offices, post offices, museums, libraries, transit stations, police and fire stations, emergency service stations, civil defense operations and similar uses.

    Public utility facility. A facility that provides utility services to the public at large. Such utility services may include water and sewer, natural gas, electricity, cable television and other similar uses.

    Public utility services. The essential support services required to sustain habitable, recreational, commercial and industrial development. Such support services may include transmission lines, structural poles and other minor infrastructure.

    School. A public/nonprofit institution with the purpose of educating/teaching children and adults. School may also mean an institution for specialized and/or higher education usually within a university.
