§ 2-2. City clerk-treasurer—Office created; duties and qualifications as fixed.

  • (a)

    There is hereby created the office of city clerk-treasurer, the duties and qualifications of such officer to be as determined from time to time by the council.

    (b)

    It is hereby established and declared that Code of Ala. 1975, § 11-43-104 provides in part that the city clerk-treasurer shall perform any and all duties that may be required of him by ordinance or resolution. It is further established and declared that Code of Ala. 1975, § 11-42-120 in part provides that the city clerk-treasurer shall be the custodian of funds, keeping an accurate record of the funds of the several departments, and shall keep books showing accurately the financial condition of the city. The clerk-treasurer shall make once a month, or more often if required by council, the condition of the account of each department and shall make a quarterly statement under oath of the financial condition of the city.

    (c)

    The city clerk-treasurer is hereby directed to submit a monthly report to the mayor and city council a financial report reflecting the status of each outstanding loan the city has with any financial institution. The report shall show the name of the institution, the date the loan was incurred, the beginning balance of the loan, the date and amount of any payment made on the loan, and the loan balance. The report must be submitted under oath by the city clerk-treasurer.

    (d)

    The city clerk is hereby directed to prepare and deliver the city council packets and agenda to the members of the city council by the close of business on the Friday preceding the Monday regular meeting of the city council.
