§ 8.01. Notification and Adoption Requirements.

    The Council shall publish the proposed zoning amendment at least fifteen (15) days before the Council's public hearing. The notice shall be featured in a newspaper of general circulation, which is published in the city. The notice shall state the time, date and place of the hearing. If such a newspaper is not published in the city, the notice shall be posted in four conspicuous locations within the city. The City Clerk shall send notices, by certified mail, to all the adjacent property owners, within [five hundred feet] (500') of said property. At the hearing, persons in favor or in opposition of the amendment shall be allowed to voice their concern.

    B.

    Following the public hearing, the City Council must post a synopsis of the proposed amendment in four conspicuous locations within the city (since there is no newspaper published from within the City of Midfield). This synopsis must be published fifteen (15) days before adopting the Ordinance. The adoption of a zoning ordinance or an amendment thereto will be valid only upon fulfilling these publication requirements.

    C.

    After such hearing, the City Council may adopt the Ordinance in the form it was recommended by the Planning Commission. The City Council should advertize and hold another public hearing if the Council makes substantial changes in the version of the Ordinance recommended by the Planning Commission.

    D.

    Upon the adoption of the Ordinance, the City Council must publish the Ordinance again, in accordance with the provisions of the Code of Ala. 1975, § 11-45-8, or as amended.
